Only 46% of Italian women work, against a European average 59%. Italy has one of the lowest birth rates in Europe (1.4 children per woman), and spends only 1, 1% of GDP for incentives to families and child care (source: Eurostat). France, for one, spends 2.4% of GDP in incentives for families and has a birthrate of 2.1 children per woman. According the World Economic Forum 2010, Italy has been settantaquattresima on 134 for the difference in rights between men and women. In Europe, made worse only Hungary, Malta and Cyprus.
